Regional Spatial Plan for the Administrative Territory of the City of Belgrade

Development and revision of the Regional Spatial Plan for the Administrative Territory of the City of Belgrade was conducted on the basis of the General Assembly of the City of Belgrade Decision from December 16th 2009 ("Official Gazette of the City of Belgrade" no. 57/09) in line with the Law on Planning and Construction ("Official Gazette of RS", no. 72/09, 81/09, 64/10 and 24/11) and in line with the Statute of the City ("Official Gazette of the City of Belgrade" no. 39/08).

The main objective of the Amendment on the Regional Spatial Plan for the Administrative Territory of the City of Belgrade was harmonization of the Regional Spatial Plan for the Administrative Territory of the City of Belgrade ("Official Gazette" number 10/04) with the Law passed in 2009, after the adoption of the Plan and with the new Statute of the City of Belgrade. At the same time the objective of this document is to review planning solutions as defined in the previous plan, as well as harmonization with planning solutions of Regional Spatial Plans of urban municipalities Surčin, Obrenovac and Lazarevac, the Spatial Plan for special purpose for the infrastructure corridor - South Adriatic, section Belgrade - Pozega and the Spatial plan for Kolubara lignite exploitation basin. Finally, harmonization with the new Regional Spatial Plan for the Republic of Serbia ("Official Gazette of RS", No. 88/10) is a vital part of this action. Accordingly, the main goal of protection, spatial planning and development of the City of Belgrade in correlation with its metropolitan area represents organized activation of regional spatial potentials of the City of Belgrade, based on the principles of sustainable development. This action will increase the attractiveness of the City and provide conditions for meeting the standards of European capitals.

The main goal is accompanied by the following strategic objectives of the spatial development of the City:

  1. Redefining and positioning of Belgrade metropolitan in relation to European surroundings and definition of its place and part in the European context.
  2. Establishment of efficient and sustainable transport infrastructure and appropriate inclusion within European transport networks (TENs and TINA).
  3. Restructuring and upgrading of the economic structure in order to increase economic competitiveness of the metropolitan.
  4. Greater cohesion of space through the development and improvement of infrastructure network within the City of Belgrade, i.e. increase of accessibility to infrastructure for all residents of rural and urban settlements.
  5. Definition of the appropriate land and housing policy in accordance with objectives of economic and social development.
  6. Preservation and improvement of the natural and cultural values as well as specific characteristics of the areas, and strengthening the identity of the City.
  7. Protection, renewal and enhancement of the natural environment that is degraded due to human activities.
  8. Profiling City’s metropolitan aspect through specialization of economic activities, particularly services.

Spatial Plan of the urban municipality of Lazarevac

Spatial Plan of the Urban Municipality of Lazarevac is aimed to harmonize the existent Plan with the new Law, to develop and implement solutions defined by the documents of higher rank, to control the sprawl of building land, to define conditions for direct implementation of the regulations from the Plan, to harmonize the Republic of Serbia’s strategic need for lignite exploitation with the activities of local importance, and to evaluate of the Lazarevac municipality’s role in the spatial development of the Belgrade region.

Spatial plan of the urban municipality of Surčin

The aim of the Spatial Plan is to control the sprawl of building land, to define the strategic framework for the valuation of its position and role in the spatial development of Belgrade region, and to define the rules of construction and development so that they can be directly implemented.

The Plan elaborates the principles of spatial planning, defines spatial development goals, organization, protection and utilization of space, as well as other elements of relevance for the spatial development of Surčin municipality.

Spatial Plan of the urban municipality of Barajevo

Spatial Plan of the Urban Municipality of Barajevo is developed on the premise that this municipality has an important role in the polycentric development of the Belgrade region, as one of the centers of the southern axis (Obrenovac, Lazarevac, Barajevo and Mladenovac). The municipality has been planned to be an accessible and competitive, attractive for investments in agriculture and SME (small and medium sized enterprises), with its identity based on tourism, recreation and nature values.

Spatial Plan of the urban municipality of Sopot

Long-term vision of spatial development of the Urban Municipality of Sopot aims to turn it into a secondary center of the Belgrade region, based on utilization of natural resources, tourism and economic values, while preserving and enhancing its environmental quality. Development of small and medium enterprises, forest resources, preserved natural areas and weekend retreat zones are activities and areas that the municipality plans to promote and develop in the future.

Spatial Plan of the urban municipality of Mladenovac

The main planning document for directing and managing long-term sustainable development of the local community presents a vision of spatial development, in which the municipality of Mladenovac is spatially and functionally positioned and affirmed among the municipalities of Belgrade region, which will be achieved through valorisation of its geostrategic location, natural and tourist resources and potentials, and its connection with its wider environment, paying special attention to the development of tourism (spa, health, excursions, cultural events, game and hunting) and agriculture.

Spatial Plan of the urban municipality of Grocka

Spatial Plan for one part of the Urban Municipality of Grocka provides developmental and spatial basis for land use, regulation and protection in accordance with sustainability principles, fully in line with the directives and guidelines of both European and national documents and strategies. Long-term vision of municipality development is to make the municipality well-positioned in spatial and functional terms, based on the valuation of its geo-strategic location in the macro-region and the wider area of Belgrade. In this regard, general developmental objective is to harmonize municipal development based on its own resources and potentials, and agricultural, transportation and cultural networking in Belgrade macro-region, while preserving and promoting economic, environmental and social values.

Spatial Plan of the urban municipality of Obrenovac

Municipality of Obrenovac is growing into a regional development center of the southern suburban belt of the Belgrade City administrative area. The municipality has a distinct role in Belgrade development based on its energy and industrial potentials, geographical and transportation position, network of neighbourhoods and centers, water, land, tourism potential, as well as network of social, educational, cultural, sporting and other institutions and organizations.

Obrenovac municipality area is characterized by the densest grid of electric power facilities and infrastructure in the Republic of Serbia.
