Organizational structure of the Urban Planning Institute of Belgrade

In the Institute there are around 140 permanent employees: architects, spatial planners, engineers of all profiles, geographers, art historians, economists, lawyers and sociologists and occasionally some of the prominent experts in their special fields are adjoined to our working process for the most complex tasks.

Scope of work of THE STRATEGIC PLANNING AND DEVELOPMENT DEPARTMENT

  • Preparation of plans, studies and projects of strategic importance to the City
  • Spatial and general urban plans, plans of general regulation, plans of city’s network of technical and public content
  • Concept and planning decisions on development of plans for the public services network
  • Coordination of all urban plans for the territory of the City, in line with general spatial plan
  • Creation and maintenance of databases for the urban information system of the City
  • Preparation, analysis and monitoring of the capital projects, projects in regional cooperation and communication with similar institutions in the cities abroad
  • Monitoring and analysis of the state of the environment in relation woth spatial development of the city and proposing measures for its protection and enhancement
  • Preparation and coordination of strategic environmental assessment of plans and programs in the field of spatial and urban planning, land use, agriculture, forestry, fishing, hunting, energy, industry, transport, waste management, water management, telecommunications, tourism, conservation of natural habitats, wild flora and fauna, which sets out a framework for the approval of future development projects of certain regulations governing the environmental impacts assesment
  • Development of urban solutions with regards to the degree of environmental risk, then network of devastated sites, with suggestions for revitalization and improvement regarding spatial development and improvement of environmental quality
  • Development of strategic environmental impact assessment of plans on the environment, as well as geological studies with specific requirements for the design of shelters and fire protection
  • Creation and maintenance of databases for the urban information system of the City
  • Development of geographic information systems GIS and monitoring of plans
  • Organization of conferences, seminars and exhibitions relevant to urban activities and promotion of their professional work

Scope of work of THE PHYSICAL PLANNING DEPARTMENT
  • Preparation of elements for making decisions about plan, taking into account all of their aspects and interdependence, while defining the spatial coverage
  • Concept and Draft development for plans of general regulation, as well as presenting in the process of professional control, public hearing and adoption
  • Concept and Draft development for plans of detailed regulation, as well as presenting in the process of professional control, public hearing and adoption
  • Cooperation in the preparation of master plans, documents and studies with other sectors
  • Implementation of urban plans through the development of urban projects
  • Implementation of urban plans through the development of plans of allotment
  • Preparation of expert opinions, studies and analysis, based on the available documentation and urban studies
  • Making Competition regulations calling for urban and architectural competition
  • Technical assistance and consulting services for the City and third parties

Scope of work of the TRANSPORTATION DEPARTMENT
  • Concept and Draft development for plans of general and detailed regulation, for the implementation of the traffic network and objects, as well as presenting in the process of professional control, public hearing and adoption
  • Monitoring and analysis of the development of the transport system as a function of spatial development of the city of Belgrade, and suggestions for their improvement
  • Participation in the development of the general solutions of the transport system
  • Design and coordination in the preparation process of studies, analysis, planning documents, urban development projects, technical characteristics and dispositions
  • Physical check of the route corridors and transport networks
  • Preparation of transport documentation and participation in the preparation and development of professional activities within the Urban Planning Institute
  • Preparation of feasibility studies for construction of traffic networks and facilities

Scope of work of THE INFRASTRUCTURE DEPARTMENT
  • Concept and Draft development for plans of general and detailed regulation, for the implementation of the infrastructural network and objects, as well as presenting in the process of professional control, public hearing and adoption
  • Cooperation with public institutions in the process of preparation and decision-making as well as and their implementation
  • Monitoring and analysis of network development and infrastructure capacities regarding the urban development of the City, as well as the measures for their improvement
  • Participation in the preparation and coordination of general infrastructure solutions
  • Development of solutions for urban development and construction of networks of infrastructure that are an integral part of the plans, urban design and technical features of city or municipality
  • Preparation of infrastructure plans and development programs for City of Belgrade
  • Preparation of planing documents, as well as participation in the preparation and development of all professional activities of the Institute.

Scope of work of THE FINANCIAL, LEGAL AND GENERAL AFFAIRS DEPARTMENT
  • Development of financial plan
  • Reporting on the implementation of the financial plan of the Institute
  • Preparation of the operating balance of revenues and expenditures
  • Preparation of the financial liabilities of the review and prioritization of payment in accordance with the financial plan and the funds provided
  • Preparation of plan and liquidity measures and activities to preserve liquidity
  • Preparation of financial statements and cooperation in the list of resources, funds and assets and liabilities of the Institute
  • Monitoring the realisation of contracts
  • Participation in the preparation of the elements for the contract
  • Control of accounts and payment solutions for the payment documentation
  • Management of bookkeeping services in accordance with the law
  • Mnagement of payroll and other employee benefits
  • Organization of treasury operations and production reports
  • Cooperation with the competent authorities of the city and banks
  • Company representation in court proceedings, in front of the administrative bodies and other institutions, preparation of contracts, preparation of expert opinions at the request of judicial, administrative and other bodies and institutions, making submissions to the court, judicial remedies, and other documents related to the work of the Institute
  • Preparation of general acts in the field of labor relations, login / logout in the field of labor relations, health, pension and social security records and the formation of labor relations in accordance with the regulations
  • Monitoring and enforcement of laws and regulations, and compliance of normative acts of the company (statutes, regulations, directives, orders and other legal acts) with legal and regulatory provisions
  • Implementation of public procurement procedures
  • Organisation of General Affairs: office management and archiving, security, health and safety, property and personal security, maintenance and investment property and other administrative and support activities
  • Administrative and technical assistance to the Board of Directors and the Supervisory Board
  • Organization, management and maintenance of library holdings
  • Preparation and issuance of internal magazin INFO and other special professional publications
  • Maintenance of IT systems Department as well as individual workstations
  • Management over a single database on the plans in the City in analogue and digital form
  • Training and developing of knowledge and skills of staff, meeting with news in technology and different programs, preparation and maintanence of the website of the Institute, standardization of internal projects
